Set in China during the 1920s, notorious bandit Zhang descends upon a provincial town posing as its new mayor, an identity he hijacked from Old Tang, also an impostor. Hell-bent on making a fast buck, Zhang soon meets his match in tyrannical Huang and a battle of wits begins.
