Miley, we hate to criticize, but when it comes to the new single '23', featuring Wiz Khalifa ... it sounds like an amateur trying to create a rap song. Maybe we're being harsh, but you can judge for yourself. Hey, at least we know why Miley was sporting that sexy outfit with a number 23 on her back.
